PayPal Account Limitation + Funds Release Kit illustrated overview

Emergency hub

Your PayPal account is limited.

Sending, withdrawing, or the balance just stopped. Save the notice, name the restriction, and put one proof packet together before you upload again. Treat held funds as unavailable until PayPal shows a change. PayPal decides what happens next.

  • Save the PayPal notice inside the account before you reply.
  • Stop extra tickets, new accounts, and email uploads of identity records.
  • Name the restriction: documents, a balance hold, a reserve, disputes, or a permanent limitation.

First hour

Do these before you upload again.

Work in order. Send one packet, then protect cash.

The free PayPal account limited and funds held guide walks through the Resolution Center request, a copyable control row, and the cash checklist.

If the notice is not clearly a PayPal limitation, classify the hold first with the payment processor payout-hold triage, then come back here once PayPal is the account that has the money.

Which notice

Match the notice before you upload.

Read the words in the authenticated PayPal account, then open the guide and the kit on that row. The price is the one-time Stripe price. A balance hold and a permanent limitation use the same PayPal kit as a document request, because the catalog has one kit for those notices. The last two rows are other processors. Do not upload a PayPal packet there.

The public source for the 180-day, reserve, and permanent-limitation language is PayPal's US user agreement, Holds, limitations, and reserves. It says PayPal may hold a business-account balance for up to 180 days if reasonably needed to protect against liability, or after an Acceptable Use Policy violation. A court order, regulatory requirement, or other legal process can keep a hold, reserve, or limitation in place longer. Unless the limitation is permanent, PayPal says you normally resolve it by providing the information it requests, and PayPal may still act if it believes risk remains. The agreement also describes a rolling reserve and a minimum reserve, and says PayPal notifies you of the reserve terms. PayPal decides whether any of that applies to your account.

For the steps on your own account, use PayPal's how to remove a limitation. It points you to the Resolution Center or the instructions in the account notice. It does not promise the limitation will be removed.

For what to upload, use PayPal's documentation guidance. PayPal says a document should be legible, show all four corners, have no information blocked or blacked out, and match the PayPal account. Send only the items the in-account request names.

Evidence

Proof that matches the PayPal notice.

A reviewer should see the same legal name, website, bank, and offer in the notice and in the files. Send the records that answer the request PayPal showed, not every document on the drive.

Evidence checklist

  • Resolution Center notice, reference ID, and a screenshot of what send, receive, and withdraw can still do
  • Entity or identity records, only if PayPal asked for them
  • Bank record that matches the payout account, left complete with no information blocked out
  • Website, checkout, and refund or cancellation policy pages
  • Supplier invoices, tracking, or service-completion proof for the transactions under review
  • Dispute, claim, and refund log if the notice points at buyer disputes

Related kits

When the limitation is not the only payments problem.

The kit in the header is the PayPal limitation file, including a balance hold and a permanent limitation. Use the merchant kit when the account shows a reserve and still runs. Use the chargeback kit when disputes are the driver. Use the Shopify or Square kit only when that processor, not PayPal, holds the money. Keep each case in its own file.

FAQ

Questions owners ask when PayPal limits the account.

What should I do in the first hour after PayPal limits my account?

Sign in through a trusted path, save the Resolution Center notice, and write down the reference ID plus whether send, receive, and withdraw still work. Name the restriction from the words on the notice. Gather only the documents that request asks for, send one labeled reply through the Resolution Center, and plan the week from cleared cash. Do not open a second PayPal account or email identity records to an unverified address.

Should I open a new PayPal account while this one is limited?

No. PayPal's US user agreement lists opening another account to get around a limitation as a restricted activity. Work the limited account through the Resolution Center unless PayPal tells you otherwise. The agreement is at https://www.paypal.com/us/legalhub/paypal/useragreement-full.

How long can PayPal hold my funds?

PayPal's US user agreement says it may hold a business-account balance for up to 180 days if reasonably needed to protect against the risk of liability, or if the Acceptable Use Policy was violated. It also says that hold may last longer than 180 days because of a court order, a regulatory requirement, or another legal process. A separate risk-based hold on a payment is generally up to 21 days, and if the payment is disputed PayPal says it may hold that payment until the matter is resolved, but not longer than 180 days. Those are PayPal's published terms, not a release date for your account. PayPal decides. See https://www.paypal.com/us/legalhub/paypal/useragreement-full.

What proof should I gather for a PayPal limitation?

Bring files a reviewer can match to the account: the notice, entity or identity records if PayPal asked for them, a bank record that matches the payout account, left complete with no information blocked out, your website and refund policy, fulfillment or service proof for the transactions under review, and a dispute or refund log if that is the issue. PayPal's documentation page says a document should be legible, show all four corners, have no information blocked or blacked out, and match the account: https://www.paypal.com/us/cshelp/article/what-kind-of-documentation-can-i-provide-to-remove-my-account-limitation-help506. Send the strongest files, not a dump of the whole drive.

Where is the free PayPal limitation guide?

The free guide is at https://businessfixkits.com/blog/paypal-account-limited-funds-held-small-business. It covers the evidence map, a copyable control row, and the cash checklist. If you are not sure the hold is PayPal, the broader triage is at https://businessfixkits.com/blog/payment-processor-payout-hold-triage. PayPal's own removal steps are at https://www.paypal.com/us/cshelp/article/how-do-i-remove-a-limitation-from-my-account-help535. The $49 kit adds the request map, submission tracker, funds schedule, and follow-up messages.

What do I get with the PayPal Account Limitation + Funds Release Kit?

Buy it at https://businessfixkits.com/products/paypal-account-limitation-funds-release-kit. It is a one-time $49 purchase, checked out with Stripe. After checkout you get an instant download: a PDF walkthrough, editable templates and scripts, and a tracker for the notice, evidence, reply, and follow-up. The same kit is the file for a document request, a balance hold of up to 180 days, and a permanent limitation. It is educational. It does not guarantee that PayPal will remove the limitation or release funds.

Does this page guarantee PayPal will release my funds or remove the limitation?

No. PayPal decides limitation status, reserves, and payout timing. The kit organizes the file so you can submit one factual packet. It is not legal, banking, or financial advice, and it does not replace PayPal's policies.

What if the notice is a reserve, a chargeback spike, or another processor?

If PayPal shows a reserve and the account still runs, use the merchant reserve guide at https://businessfixkits.com/blog/merchant-account-reserve-hold-release-small-business and the Merchant Account Payout Hold Release Kit ($49). If buyer disputes are the driver, use the chargeback guide at https://businessfixkits.com/blog/how-to-fight-a-chargeback-and-win and the Chargeback Evidence Response Guide ($49). A permanent PayPal limitation stays on the PayPal kit. A card-processor termination or MATCH listing is a different file, at https://businessfixkits.com/blog/merchant-account-termination-match-list-response. If Shopify Payments stopped the payout, use the Shopify Payments Payout Hold Release Kit ($39). If Square deactivated the account, use the Square Account Deactivation + Funds Hold Response Kit ($39). Do not paste one processor's reply into another.

Is All-Access membership a better buy than the single kit?

All-Access is $29/mo at the Founding Member rate, locked for life while you keep the membership. It includes the current kit library, including this limitation kit, while the membership is active. Cancel anytime. After the founding window closes, new members pay $39/mo. If you only need this one PayPal file, the $49 one-time kit is the direct purchase. The one-time kit is yours to keep. Membership access lasts while the membership is active.

Important fit note

Clear guidance, not a release promise.

This hub is an educational first-hour path for a real business. PayPal decides whether a limitation is removed, a reserve changes, or funds are released, and when. Nothing here is legal, banking, or financial advice, and nothing here is permission to invent documents, hide the real offer, or open a second account.
