OSHA's current Citation and Notification of Penalty instructions state that an employer generally has 15 working days after receipt to schedule an informal conference or mail a notice of contest. The instructions also warn that an informal conference does not interrupt the contest period and say supporting documentation and evidence of abatement steps should be brought to the conference. OSHA's informal conference regulation likewise says the conference does not stay the 15-working-day contest period. Follow the dates and directions on the actual citation and obtain qualified advice; state-plan procedures and case facts can differ.

The owner calls the Area Office, assumes the deadline stopped, promises broad corrections, and later cannot match photos, training records, or abatement proof to a citation item.

Worked example: two citation items need different paths
A hypothetical machine shop receives a citation containing one item about a damaged guard and another about training documentation. The owner initially wants to explain that both problems were fixed after the inspection. Instead, the safety lead opens two item worksheets. For the guard item, the file preserves inspection-day photographs, the repair work order, purchase record, and dated post-repair photographs. For the training item, the file distinguishes training that occurred from records that are missing and identifies employees who can confirm the sequence.
